
The United Nations Mission in Libya announced, on Saturday, the preparation of a proposal for a constitutional rule that will pave the way for the next elections on December 24, according to a roadmap approved by the Libyan Political Dialogue Forum.
The mission said in a press release, “The legal committee emanating from the Libyan Political Dialogue Forum (…) has agreed on a proposal for a constitutional rule that will be presented to the political dialogue forum.”
The legal committee emanating from the Libyan Political Dialogue Forum held a direct meeting in the Tunisian capital, from 7-9 April, to complete discussions on the constitutional basis, which will pave the way for the holding of national elections.
The mission continued, “Committee members worked long hours, and were able to overcome divisions and reach consensus on a constitutional basis for the elections.”
The mission did not clarify the content of the constitutional rule, but confirmed that it was informed of the contentious issues regarding some of the issues that will be referred to the Libyan Political Dialogue Forum for a decision.
The head of the United Nations Support Mission in Libya, Jan Kubisch, said of the committee meeting, “You have accomplished a lot over the past few days, as you reached agreement on important principles and methods for the constitutional base needed for the elections.”
Kubis added, “I know that this work was the fruit of intense discussions, and that you often had to overcome severe divisions,” and renewed “the mission’s full commitment to holding the national elections on December 24 of this year.”
The Legal Committee was established at the end of last year, and it includes 18 members of the Libyan Political Dialogue Forum, and it aims to follow up the discussions of the Constitutional Committee formed by the House of Representatives and the Supreme Council of the State, and to make recommendations for the purpose of assistance, including the proposal for appropriate constitutional arrangements leading to elections.
In the first round of the Libyan Political Dialogue Forum in Tunisia last November, 75 Libyan personalities from different regions, groups and political components agreed to hold general elections on December 24, 2021, before the election of a new unified political authority in early February in Geneva.
